The MadMan's Cafe BBS - lots of Japanese game news and rumors come through here, plus there's a thriving fighting-game community that's largely free of infighting and inflated egos. 2ch-style shenanigans lurk in dark corners.
GameFAQs - Come for the database, stay selectively for the forums. There's some really decent game-specific discussion here if you know where to look, and barring the occasional missspellings and botched transliterations, the database is second-to-none on the English-speaking web.
the_game_database - Paleface's excellent game database, with screenshots and comments and plenty of focus on the obscure.
MobyGames - still riddled with inaccuracies and lacking for Japanese game coverage, this site is a decent source for console game credits. PCEngine Catalog Project - a HUGE database of all known PC Engine software, (HuCard, CD, SuperGrafx, PC-FX) with cover scans, screenshots, and reader reviews.
